In practice, as well as throughout the extant literature, the contribution and impact of pioneer heads of Ombud and related oversight offices — many of whom served in extremely challenging settings — are too often taken for granted.
A highlight of IOE 2024 was the Special Celebration of the pioneers of Ombud offices and institutions worldwide. This marked the first initiative of its kind. The significance of the celebration is aptly captured by an old African saying: “If we stand tall, it is because we stand on the backs of those who came before us.”
Indeed, the contribution and impact of pioneer incumbents are frequently overlooked. Many offices do not even maintain records of these individuals.
The Special Celebration sought to address this omission by creating a permanent Directory honouring pioneer heads of Ombud institutions worldwide.
The following Directory presents the photographs and details of pioneer incumbents submitted to the organisers of IOE 2024. As the Directory remains under continuous development, we encourage other offices to share information about their pioneer incumbents, namely:
- Official name of the office and country;
- Full name and title of the first incumbent appointed as head of the institution;
- Dates of tenure, including month and year of appointment and departure from office; and
- A photograph of the individual.
